BUILDOFFSITE driving policy and innovation for the future of MMC

BUILDOFFSITE has been highly active in recent months, promoting the policy priorities set out in our Manifesto for Modern Methods of Construction (MMC).

We continue to hold constructive discussions with civil servants on how the MMC sector can help government stimulate demand and create much-needed project pipelines. Recently, I was pleased to contribute to Hemsec’s roundtable with Housing Minister Matthew Pennycook MP during the Labour Party Conference.

There is a significant opportunity for the minister to support our sector in delivering the national housing programme, removing barriers to growth, and unlocking the scale of delivery the UK urgently needs. I also highlighted the promising window ahead with plans for 12 new towns across the country. We now look forward to the findings of the new inquiry by the APPG for Industrialised Construction, which will further shape the policy landscape for MMC.

Next month, BUILDOFFSITE and CIRIA will host a roundtable with senior representatives from government, agencies, and publicly funded bodies to launch a new guide on managing intellectual property (IP) in MMC projects. This initiative—Project P3280—will offer practical recommendations for protecting and managing IP in collaborative construction environments.

Looking ahead to 2026, we will begin gathering empirical evidence to support our Manifesto call for government incentives that accelerate net zero carbon delivery. From January 2026, we will start developing a new guide showcasing Net Zero Carbon Champions within our sector.

Financial incentives tailored to offsite methods are critical to improving carbon outcomes—particularly for organisations working towards PAS 2080, PAS 8700, and BOPAS accreditations. This project aims to provide robust, measurable evidence of the benefits MMC offers in achieving net zero carbon.

We are currently seeking case studies of completed construction projects to be assessed by a Project Steering Group comprising members, contributors, funders, regulators, and academic experts. Following a rigorous shortlisting process, 8–10 case studies will be selected for publication in 2026.
