The MMC Capacity Gap
- UK MMC factories under-used: capability exists, demand is blocked
- Demand-side issues: slow planning, complex procurement, stop–start pipelines
- Opportunity: delivering more homes, faster and greener using existing factories
To get government and industry to agree a short, shared plan to unlock under-used MMC factory capacity by:
- Making MMC easier to approve and procure,
- Designing and backing a national shared-capacity pilot, and
- Shaping targeted support that turns factory downtime into real homes delivered.

- Homes England and devolved housing/ regeneration agencies
- Local and combined authority housing, planning and regeneration leads
