  • UK MMC factories under-used: capability exists, demand is blocked
  • Demand-side issues: slow planning, complex procurement, stop–start pipelines
  • Opportunity: delivering more homes, faster and greener using existing factories

To get government and industry to agree a short, shared plan to unlock under-used MMC factory capacity by:

  • Making MMC easier to approve and procure,
  • Designing and backing a national shared-capacity pilot, and
  • Shaping targeted support that turns factory downtime into real homes delivered.
